Explain and Show Your Work

An accountant came to Mr. Sim's math class to talk to the 30 students about budgets. The accountant, Mr. Todd, told the students to write down what they wanted to buy and what each item cost. Mr. Todd said each student could pretend to have $45 to spend. He gave the students 20 minutes to do this assignment. Susan completed the following list in 15 minutes:

1) 4 CDs @ $6.00 each
2) 1 T-Shirt @ $12.28 each
3) 5 pencils @ $0.25 each
4) 3 notebooks @ $0.49 each
5) 2 pens @ $1.25 each
6) 10 candy bars @ $0.35 each

Susan said she would only buy 6 candy bars if she did not have enough money to buy everything. What was the total cost of everything Susan wanted to buy? Did she stay within the budget Mr. Todd gave each student?
